It is envisaged to make legislative amendment, and its aim is the landmark of parking spaces in a differentiated colour for the persons with disabilities.

The initiative was debated in the first reading at the sitting of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment on November 30. It is proposed to make an amendment to the law on Peculiarities of the Local Payment and Administrative Proceedings of the Parking Spaces of Vehicles.

As a result of the adoption of the draft, the process of making amendments on the colour and form of differentiating landmarks of the community paid parking spaces will be facilitated, the possibility of quick response of the emerging problems by the self-government bodies will be increased, as a result of which in the possible easy way separated parts for the persons with disabilities in the community paid parking spaces will be set, as well as it will be possible to carry out the definition of the differentiated rates, according to the zones in connection with the organization of the common parking spaces and service parking spaces.

The Government will decide the colour and the shape of the vehicles: the key rapporteur, the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan, answering Sergey Bagratyan’s question. The deputy was also interested in the fines for the persons, who will breach the law, parking the car on the place designed for the persons with disabilities. The Deputy Minister noted that by the legislation in force administrative fines are set on that occasion, and the draft under debate relates to the definition of the differentiated landmarks.

The deputy Rustam Bakoyan was interested in the way of carrying out control. Armen Simonyan informed that the issue of the control mechanism is not regulated yet, but it is expected that there will be differentiating signs on the cars of the persons with disabilities.

The Committee in the second reading debated the legislative initiative on Making Amendment and Addendum to the RA Land Code, on Amending the Law on State Property Management and on Making Addendum to the law on Local Self-Government. The legal relations emerging in the sphere of alienation constructed plots of land being state property by the adoption of the drafts will be regulated.

The drafts were endorsed by the Committee.
